While there have been a number of case studies describing the development and spread of IT in a country (eg. Gable and Raman, 1992 ; Khan, 1992 among others), the number of studies describing actual developments of networks and a "networking" culture in particular, especially in developing countries are however relatively few.This paper will describe the attempt to develop a public-service data network - the INDONET network - in India
